Why are black powder CVA score of 700 = 9957 PSI kp/cm2 their weapons?

A charge of 3 X 50 grn Magnum. (150 in total NRM) Pyrodex pellets or 100 grn. Loose Powder (FFG) has a maximum pressure PSI 25000-27000 PSI (may be up to 45,000 PSI?). January 24, 2007, HP White Laboratory Inc. tested the hardness of Rb 85 a barrel CVA RC 4 = 79 000 to 81 000 PSI (depending on the hardness of a table, not all the same.) HP White Laboratory Inc Thompson also tested a Center Rc = canyon 18.103 million PSI. Why have a CVA 700Kp/cm2 9957 PSI (minimal?) Stamping their barrels. I have a CVA Eclipse 209 Magnum, I always shot load Magnum T / C 350 or 350 grn Hornady Maxi hunters FMAS (Power Seat) without any problem, why have a low rating? KP = kiloponds. Is it that a back pressure? Is that a classification system for age muzzleloader, yet?
